PMN stands for plan meet need--its an argument that says the plan will not meet the need; it will not solve. there are also PMA (plan meet advantage) and PMG (plan meet goal) arguments that negatives can advance.
Example pmn/solvency argument: competency testing will not improve student academic achievement; it will not meet the need for higher scores.
