This isn't one of the most complete answer but the upshot of my answer is yes. The affirmative can kick out of an extra-topical part of their plan unless the neg. can show that the inclusion of the extra-topical part of the plan abused their ability to argue something in the debate (usually a fairly hard argument to win unless the judge perceives the extra topical part of plan to be abusive/unfair/wrong). The affirmative should not be able to kick out a part of their plan unless the negative shows that it is extra-topical. This is abusive to the negative as they made arguments based on the plan being a topical action that they should be able to attack.
